Have Your Say: Norfolk Local Government Reorganisation Consultation

Communities across Norfolk are being invited to take part in a once-in-a-generation consultation on the future of local government in the county, which has now launched.


The Government is seeking residents’ views on proposals to reorganise Norfolk’s current eight councils into new unitary authorities responsible for all local services. Three options are being considered:


Option 1 – Three councils: East Norfolk, West Norfolk and Greater Norwich. Proposed jointly by the Future Norfolk partnership of six district councils.


Option 2 – Two councils: Norwich & East Norfolk, and West & North Norfolk. Proposed by South Norfolk District Council.


Option 3 – One council: A single council covering the whole of Norfolk. Proposed by Norfolk County Council.


The consultation is open until 11 January 2026 and can be accessed online at: www.gov.uk/government/collections/norfolk-local-government-reorganisation


If you do not have online access, public-access computers are available at local libraries. Paper copies of the response form can also be requested by calling your council; however, completed forms must be posted to the Ministry of Housing, Communities and Local Government to be counted.


The Government is expected to make its final decision in spring 2026, with elections to the new shadow council(s) in May 2027 and the new structure going live in April 2028.


Residents are strongly encouraged to take part and ensure their views help shape the future of local government in Norfolk.
